** Oil producer Genel up 10 pct, best day since December, after the Kurdistan Regional Government says it will begin making monthly payments to international oil firms from September

** Smaller rival Gulf Keystone up as much as 20 pct after the news

** Genel bouncing from record lows, while Gulf Keystone recovers from levels last seen in Aug. 2009

** Heavy volumes seen on both stocks, with more than 3x their daily avg having gone through after the news

** Both cos mainly produce oil in Iraqi Kurdistan and have been hurt by a delay in payments for oil exports from the region's government
