** Investment managers Hargreaves Lansdown (LSE: HL.L - news) and James's Place both rise c. 2.5 pct after UK Chancellor George Osborne announces creation of a new ISA

** Government will contribute £1 for every £4 invested in the new "lifetime ISA", aimed at saving for retirement or a new home, up to £1000 annually

** Annual ISA allowance also raised to £20,000
