Yahoo Finance COVID-19: Singapore to allow travellers from China, Australia's Victoria from 6 Nov
SINGAPORE — Singapore will lift border restrictions for foreign travellers from mainland China and the Australian state of Victoria from 6 November.
The move means that these visitors will undergo a COVID-19 polymerase chain reaction (PCR) test upon arrival and, if the result is negative, they can go about their activities in Singapore without being quarantined or being served a Stay-Home Notice.
This also applies for Singaporeans, permanent residents and long-term pass holders returning from these two areas.
In a media release on Thursday (29 October), the Civil Aviation Authority of Singapore (CAAS) said that both mainland China and Australia’s Victoria state have comprehensive public health surveillance systems and displayed successful control over the spread of COVID-19.
“Over the past 28 days, mainland China and Victoria state (Australia) have a virus local incidence rate of 0.00009 and 0.099 per 100,000 respectively. The risk of importation from these places is low,” it said in the release.

Singapore had previously announced such unilateral opening of borders to travellers from Brunei, New Zealand, Vietnam and all other parts of Australia except the state of Victoria, which until recently had been battling more cases than the rest of the country.
As of Thursday noon, CAAS has approved 1,375 applications for entry into Singapore from these places, and received 602 visitors. None of the visitors tested positive for COVID-19 upon arrival.
Travellers from Victoria and mainland China can apply for an Air Travel Pass from Friday (30 October) for entry into Singapore from 6 November. They must have remained in China or Australia in the last 14 consecutive days before entry into Singapore.
Prior to departing for Singapore, the visitors must download and register for the TraceTogether app on their mobile devices. They must keep it activated during their stay in Singapore, and not delete it for 14 consecutive days after leaving.
The visitors are also responsible for their medical bills related to COVID-19 while in Singapore.
CAAS will also update the travel advisory to allow travel to mainland China and all of Australia. Travellers are advised to check the entry requirements imposed by these countries and take the necessary precautionary measures.
