A West End property developer once dubbed a “neighbour from hell” has been convicted of harassing a Harley Street specialist after he performed a beauty procedure on her eyes.

Patricia Bailey, 71, bombarded Dr Philippe Hamida-Pisal with texts messages and phone calls, as well as turning up unannounced at his home and office.

He had carried out two £150 sessions on the skin about her eyes, but cut off friendly contact when she started calling him “darling” and asked in a text: “Did you sleep well without me?”.

Upset at the results of her facial treatment, Bailey accused the clinician of “destroying my face” and persistently turned up at his office and home.

Bailey denied sending suggestive messages, and claimed she had only contacted Dr Hamida-Pisal repeatedly because her skin treatment had been botched and she was left with weeping eyes and a “lob-sided” face.

But District Judge Alexander Jacobs decided parts of her defence were “fanciful” and “utter nonsense”, finding her guilty of harassment.

In 2010, Bailey was dubbed a “neighbour from hell” as she was accused of hurling abuse at fellow residents of her Westminster apartment block, ending up with a court-ordered Asbo.

Dr Hamida-Pisal told Westminster magistrates court on Thursday how Bailey sought him out in August 2019 after reading about his Harley Street practice in the press, insisting he personally apply a “rejuvenating” treatment to her eyes.

He said she was initially “over the moon” with the results and they exchanged friendly messages, but he decided to cut off contact when her texts started to turn romantic.

“I had to put a foot down and say this situation with Mrs Bailey had been going too far”, he said. “I think she got a wrong impression.”

In late October she texted him to say: “Darling Philippe! I cannot remember in my life, no man ever being so kind to me. The generosity and compassion, that you have given me.”

She added: “Philippe you are so special and unique to me and my life. I want you to be absolutely, sure of how, I truly feel about you..please call me tonight.pb.”

On November 3, 2019, Bailey sent a text message reading: “How are you Philippe? Did you sleep good without me”.

After being told the professional relationship would end, Bailey continued to send messages which turned aggressive, as well as turning up at his workplace and attending his home.

Dr Hamida-Pisal said Bailey complained that he had “destroyed her face” and suggested she was no longer able to look at herself in the mirror.

Bailey told the court she used to live in Mayfair and had property around the West End, though she is now on benefits and living in Liverpool.

She claimed her eyes had been weeping for up to five hours a day after the treatment, with pain “like barbed wire” in her eyeballs.

Giving evidence, Bailey told the court she kept in touch with Dr Hamida-Pisal in the hope he would fix the problems with her eyes, claiming he was “utterly charming” at times but would suddenly turn angry.

Bailey argued she went to the doctor’s home to find out his flat number in order to properly send him a letter, as she was considering legal action over the “horrific” after-effects of her beauty treatment.

But the judge concluded the explanation was “wholly implausible”, saying Bailey had become “fixated with this man”.

“You blurred the lines of reasonableness in how to deal with him”, he said, concluding Bailey went from “over-friendly and amorous” to “campaigning against him and threatening him”.

The judge sentenced Bailey to a four-month electronically-tagged curfew from 8pm to 7am, and ordered that she pay £880 in court costs and fees.

She is also banned from contacting Dr Hamida-Pisal for four years or going to Harley Street.
