Man drove into CNB car, broke officer's hip in escape bid

SINGAPORE — While attempting to flee Central Narcotics Bureau (CNB) officers, a man drove into a car with two CNB officers in it.

When his car became stuck at a carpark at Block 667A Woodlands Ring Road, Muhammad Nabilah Yusoff climbed through the smashed rear window, ignoring instructions by CNB officers at the scene to stay put.

Nabilah used his motorcycle helmet to push a CNB officer who was squatting on an elevated ledge. As a result, Alwin Wong Kah Hung, the CNB officer, fell one metre to the ground and rolled down a slope while struggling with Nabilah. Wong fractured his right hip from the incident.

On Tuesday (9 February), Nabilah pleaded guilty to one count of voluntarily causing grievous hurt against a public servant and one count of affray.

One count of negligent act to endanger the safety of the two officers in the car and one count of possession of an offensive weapon will be taken into consideration for his sentencing.

On 21 May last year, Wong and four other CNB officers, all on duty dressed in civilian clothing, observed a black car for possible drug-related offences at about 11.40am. The car was parked beside a ledge which blocked off a slope.

At about 1.50pm, as Nabilah and a male companion walked towards the car, the CNB officer approached them. The two men fled into their car, with Nabilah taking the driver’s seat and turning on the engine.

Two officers blocked off their escape by driving the CNB vehicle in front of the car, but Nabilah pressed on the accelerator and surged against the CNB car. The car could not drive off.

The male companion was arrested but Nabilah climbed to the rear seat intending to escape through a window smashed by CNB officers. Wong squatted on the ledge beside the door and told Nabilah to stay in the car, but the latter used his motorcycle helmet to push at Wong.

Nabilah then jumped out of the rear window with his helmet, pushing Wong with enough force to get over the ledge. Wong fell one metre onto the ground, landing on his hip. He felt a sharp pain in his right thigh area upon impact.

The two men then rolled down the slope in a struggle. Wong grabbed onto Nabilah’s leg as the latter tried to flee. The altercation came to an end when three other CNB officers pinned him down. Eight calls to the police were made in relation to the incident.

Wong was conveyed to hospital where he was diagnosed with a hip or femur fracture. He was given a total of 54 days hospitalisation leave.

Nabilah was committed to a drug rehabilitation centre for a year on 28 May last year for consumption of methamphetamine after his urine sample tested positive for the drug.

Separately, Nabilah confronted his employer’s husband over a staring incident at the latter’s pancake stall at Tanjong Katong Complex. He ended up exchanging punches with the man’s brother at a grass patch nearby. When another man joined the fight and brandished a knife, the group dispersed and Nabilah was arrested.

Mitigating in person, Nabilah told the court that he felt remorseful for what he did to the CNB officer, adding that he had apologised to the officer in a letter.

Pleading for a lighter sentence, Nabilah said via videolink, “I was not thinking right...I have one daughter. When I go out I will be very listening to the law.”

Nabilah will be sentenced on 31 March.
