Apple is tweaking how it applies a new fee that can affect iOS developers in the European Union as it continues to configure its approach to the bloc's Digital Markets Act (DMA): Developers of free apps will be able to avoid the fee entirely under changes it announced Thursday, which apply from today, while other developers earning under a certain revenue threshold will get longer before they have to pay Apple the fee. The core technology fee (CTF) remains opt-in for iOS developers in the region, as Apple continues to offer its standard business terms, but those wanting to take up new entitlements the DMA has required Apple to offer -- such as allowing sideloading of apps, third-party app stores, and support for alternative payment tech than Apple's own -- must agree to the set of business terms that include the CTF (as Apple calls it).

STORY: Apple announced a record share buyback program on Thursday as the iPhone maker revealed a smaller-than-expected drop in revenue.The company upped its cash dividend by 4%, and is buying back $110 billion worth of stock.It's the largest buyback in Apple's history, fueling a jump in shares after hours.Apple reported a revenue drop of 4% to almost $91 billion in the fiscal second-quarter.That's not as steep a fall as analysts had predicted.A positive forecast came from CEO Tim Cook.He told Reuters the iPhone maker expects "to grow low-single digits" in overall revenue in the current quarter ending in June.Wall Street is predicting closer to 1.3% growth, according to LSEG data.The results and guidance suggest the company may be regaining its footing in the smartphone market, despite stiff competition and regulatory challenges.Long considered a must-own stock on Wall Street, Apple shares have underperformed other Big Tech firms in recent months.It's fallen 10% this year while struggling with weak iPhone demand and tough competition in the Chinese market.Smartphone rivals like Samsung have also introduced competing devices aimed at hosting artificial intelligence chatbots.Though Cook said Thursday that iPhone sales still experienced "growth in some markets, including China."He also said Apple has spent more than $100 billion on AI research and development in the past five years.And that the company would be sharing "some very exciting things" about its AI plans later this year.

Apple to extend new core technology fee to iPadOS apps
Apple will extend a newly introduced core technology fee to iPadOS apps downloaded on its App Store after the operating system for iPads was added to a list of key services subject to EU tech rules, the iPhone maker said on Thursday. Apple in March announced a core technology fee (CTF) of 50 euro cents per user account per year for major app developers even if they do not use any of its payment services or its App Store, with the first 1 million user accounts exempted from the fee. The CTF is part of a set of new charges linked to changes to comply with the Digital Markets Act (DMA) which requires Apple to open up its closed ecosystem by allowing apps developers to distribute their iPhone apps directly to consumers instead of through its App Store, among other obligations.

A bipartisan group of senators is pushing for restrictions on the use of facial recognition technology by the Transportation Security Administration, saying they are concerned about travelers' privacy and civil liberties. In a letter on Thursday, the group of 14 lawmakers called on Senate leaders to use the upcoming reauthorization of the Federal Aviation Administration as a vehicle to limit TSA's use of the technology so Congress can put in place some oversight. "This technology poses significant threats to our privacy and civil liberties, and Congress should prohibit TSA’s development and deployment of facial recognition tools until rigorous congressional oversight occurs," the senators wrote.
