Nov 21 (Reuters) - British oil and gas explorer Ophir Energy (Other OTC: OPGYF - news) Plc offered to buy peer Salamander Energy Plc (Other OTC: SALDF - news) in an all-stock transaction, the companies said in a joint statement on Friday.
