HOUSTON, Aug 17 (Reuters) - Royal Dutch Shell Plc (LSE: 0LN9.L - news) said a fire was extinguished on Thursday morning at its 325,700 barrel-per-day (bpd) joint-venture Deer Park, Texas, refinery.
