US WCoast Products -Gasoline climbs on refinery upsets

HOUSTON, Feb 18 (Reuters) - California gasoline jumped 4 cents a gallon in the Los Angeles wholesale market on Tuesday after California refineries reported malfunctions over the Presidents Day weekend, traders said.

February-delivery CARBOB gasoline traded at 4 cents a gallon over March NYMEX RBOB gasoline in Los Angeles.

Phillips 66 (NYSE: PSX - news) 's refinery in Rodeo, California, was back to normal operation on Tuesday after a malfunction over the weekend, a company spokesman said.

A Valero spokesman declined on Tuesday to discuss operations at the company's 132,000 barrel per day (bpd) Benicia, California, refinery, which reported flaring over the weekend. The refinery has begun planned maintenance, traders said.

Exxon Mobil Corp said production at its 149,500 bpd Torrance, California, refinery was not affected by maintenance being done currently.

Royal Dutch Shell Plc (Xetra: R6C1.DE - news) restarted a unit last week at its 156,400 bpd Martinez, California, refinery.

February CARBOB also climbed in the San Francisco Bay market to 5 cents a gallon over March NYMEX RBOB.

CARBOB gasoline is mandated by the California Air Resources Board (CARB) for use in the state and meets more stringent anti-pollution standards than the gasoline required by the U.S. Environmental Protection Agency in most of the country. CARBOB is made to blend with ethanol.

EPA gasoline retreated in the Portland, Oregon, market by 3 cents a gallon to 18 cents a gallon under March NYMEX RBOB.

February CARB diesel rose 1 cent to 1 cent a gallon under March NYMEX heating oil in Los Angeles.

Bay-market February CARB diesel was unchanged at a 7 cent discount to March heating oil.

CARB also requires a state-specific, ultra-low-sulfur diesel with a more stringent formula than EPA diesel.

EPA diesel in Portland remained at 8 cents a gallon under March NYMEX heating oil.
