Woman whose son starved to death years ago arrested again after 9-month-old baby chokes to death

An Arkansas woman has been arrested again in connection to the death of her baby, a twin, who passed away three years after her son starved to death.

Summer Rose Kazzee, 22, was taken into custody on Thursday on negligent homicide charges in the death of her 9-month-old baby, Lucy, who died on Aug. 17.

According to an affidavit, Kazzee told detectives that she attempted to put her twins down for a nap in one of her bedrooms, but Lucy refused to lie down and kept getting off the bed. Kazzee says she then placed her daughter in a car seat on the floor so she would sleep at 3 p.m, and her daughter began "rocking herself to sleep." The mom maintains she checked in on the babies at 4:30 p.m., where she found her daughter still rocking and "clapping her hands," but when she checked in on them at 5 p.m, the baby was unresponsive with the top buckle in her throat.

After "finding the thing in her throat," Kazzee argues she took Lucy outside and called for help. Despite the Hot Springs Fire Department administering CPR to the child "well after LifeNet arrived," she was pronounced dead after arriving at National Park Medical Center. The car seat was found with a blanket inside.

In follow-up interviews, Kazzee said that she tied a blanket around the bottom buckle so the baby "would not mess with it." However, when detectives pushed about the "unlikeliness of (her child) being able to unbuckle the bottom buckle," she later told detectives she "may not have buckled it all the way."

The mom is being held on a $5,000 bond for the homicide charge and zero bond parole from her newborn son's death in 2016. In 2018, Kazzee was convicted of first degree endangering the welfare of a minor and sentenced to three years but was later paroled, according to People.
