    The Oil Producer That Got Paid Zero for Its Barrels Last Month

    (Bloomberg) -- Oil’s crash below zero last month may have been short-lived -- and confined to the U.S. -- but it helped ensure that at least one producer was paid absolutely nothing for its crude.Gulf Keystone Petroleum Ltd., which operates the 36,000-barrels-a-day Shaikan field in northern Iraq, invoiced the Kurdish regional government a “nil amount” for what it pumped in April. The London-listed firm said the monthly average price for Dated Brent was less than the discount for its crude. Gulf Keystone had agreed to sell Shaikan crude at about $21 a barrel below Brent during the month.It’s unclear whether the company or Iraq’s semi-autonomous Kurdish region ended up footing the bill for the difference, small as it probably was. A spokesman for Gulf Keystone didn’t immediately respond to a request for comment.Other producers in the Kurdish enclave, including Genel Energy Plc, did get paid last month. Even so, at least a few energy firms operating elsewhere are likely to have met the same fate as Gulf Keystone.South Sudan’s a possible case in point. The war-torn nation’s Dar Blend and Nile Blend grades of crude often price at a discount to Dated Brent.     London-listed oil and gas producers in the Iraqi Kurdistan region, Genel <GENL.L> and Gulf Keystone <GKP.L>, received delayed payments from the Kurdish Regional Government (KRG), the companies said on Wednesday. The payments for the month of August, which are due to the companies as part of their production sharing contracts with the KRG, were delayed by a few weeks, the firms had said last month. Gulf Keystone said it received a gross payment of $21.7 million (16.51 million pounds) from the KRG for Shaikan crude oil sales during August.

    U.S. citizens working for foreign oil companies in the southern Iraqi city of Basra were leaving the country on Friday, the oil ministry said, after a U.S. air strike killed a top Iranian commander in Iraq. Hours after the killing of Iranian Quds Force leader Qassem Soleimani and Iraqi militia commander Abu Mahdi al-Muhandis, who was with him, the U.S. embassy in Baghdad urged all its citizens to leave Iraq immediately. Iraqi officials said the evacuation would not affect oil operations, production or exports from the country, the second-biggest producer in the Organization of the Petroleum Exporting Countries with output of about 4.62 million barrels per day (bpd), according to a Reuters survey of OPEC output.

    Iraq's Kurdistan Regional Government (KRG) has delayed payments to London-listed oil producers Genel and Gulf Keystone Petroleum by a few weeks, the companies said on Thursday.
