The 2nd U.S. Circuit Court of Appeals in New York rescinds appeal filed by two of the world's biggest banks -- Nomura Holdings (NMR) and The Royal Bank of Scotland Group (RBS) -- to overturn a settlement agreed in 2015.
Nomura Holdings Inc (Other OTC: NRSCF - news) and Royal Bank of Scotland Group Plc lost a U.S. court appeal on Thursday to overturn an order requiring them to pay $839 million for making false statements while selling mortgage-backed securities to Fannie Mae and Freddie Mac. A unanimous panel of the U.S. Court of Appeals for the 2nd Circuit in New York, however, rejected that and other arguments. Representatives of Nomura and RBS (LSE: RBS.L - news) declined to comment.

Venezuela's central bank is negotiating about $500 million in financing with a New (KOSDAQ: 160550.KQ - news) York-based investment fund by using PDVSA bonds as collateral to help meet almost $3 billion in debt payments coming due in April, a lawmaker said on Monday. The bank began talks with U.S. investment fund Fintech Advisory Inc three weeks ago to obtain some of the cash needed to pay external debt this month, opposition lawmaker Rafael (Taiwan OTC: 6568.TWO - news) Guzman, who sits on the congressional finance commission, told journalists. "These are desperate measures because (Venezuela) in April has to fulfill its obligations and apparently does not have the resources," said Guzman.

Lawyers for both banks urged the 2nd U.S. Circuit Court of Appeals in New York to reverse a 2015 ruling that followed a non-jury trial in lawsuit by the Federal Housing Finance Agency (FHFA) over mortgage bonds sold before the 2008 financial crisis. David Tulchin, Nomura's lawyer, argued a lower-court judge had no basis to find the alleged false statements were material, arguing she excluded evidence showing mortgage giants Fannie and Freddie knew of the loan underwriting practices at issue.
