The deal, however, did not go through and Carlos went to Turkish side Fenerbahce instead.
The 48-year-old regrets not playing in England during his playing career and he hopes that one day he may get the chance to coach there as he is working on becoming a manager.
“The Premier League is one the best leagues in the world and of course I wish I had played in England during my career,” said Carlos.
“I had the opportunity to go to Chelsea in 2007 and I wanted to make the move, but the deal didn’t go through because of some small details.
“However, I’m studying to become a manager at the moment. I might not have played in the Premier League, but hopefully I will one day be able to experience England as a manager.”
